Between September and December last year, the government held a consultation on\u00a0<\/span>how they could improve accessibility standards across the UK.<\/span>\u00a0<\/span><\/p>\n

The fact such an exercise went ahead despite the huge disruptions caused by the pandemic was telling \u2013 aging is a huge issue for the UK, and ministers know it.<\/span>\u00a0<\/span><\/p>\n

In 2019, there w<\/span>ere\u00a0<\/span>nearly 12 million people aged over 65 in the UK, 1.6 million over 85, and more than 14,000 aged 100 or above.<\/span>\u00a0<\/span><\/p>\n

In<\/span>\u00a0other words, p<\/span>eople over pension age \u2013 and therefore more likely to need public and private buildings to be accessible \u2013 were already a significant part of the population.\u00a0<\/span>\u00a0<\/span><\/p>\n

But thanks to massive advances in modern medicine, people are living longer than ever \u2013 and in the decades ahead, Britain\u2019s elderly population is set to\u00a0<\/span>substantially<\/span>\u00a0increase.<\/span>\u00a0<\/span><\/p>\n

By 2030, we expect one in five people to be 65 or over. The 85 and above bracket is the fastest growing demographic of all \u2013 on course to double in size by mid-2041, and triple by 2066.<\/span>\u00a0<\/span><\/p>\n

What\u2019s<\/span>\u00a0more, 45% of people over 65 are disabled, compared to just 15% of the younger population.<\/span>\u00a0<\/span><\/p>\n

O<\/span>ver the next fifty years<\/span>, that means that public spaces and private homes will need to be comprehensively adapted if\u00a0<\/span>they\u2019re<\/span>\u00a0going to remain accessible to millions of people around the country.<\/span>\u00a0<\/span><\/p>\n

Improving accessibility standards<\/span><\/b>\u00a0<\/span><\/p>\n

As<\/span>\u00a0it stands<\/span>\u00a0<\/span>at the moment<\/span>, Part M of Building Regulations\u00a0<\/span>sets minimum access standards for all new buildings.<\/span>\u00a0<\/span><\/p>\n

Category 1 sets out basic standards for accessibility for all new homes. Category 2 is more stringent\u00a0<\/span>\u2013<\/span>\u00a0<\/span>laying out higher standards that planning authorities can decide\u00a0<\/span>need<\/span>\u00a0to be followed in certain circumstances.<\/span>\u00a0<\/span><\/p>\n

Category 3 specifically deals with adjustments that\u00a0<\/span>have to<\/span>\u00a0be made to buildings<\/span>\u00a0and outdoor spaces<\/span>\u00a0to make them accessible for wheelchair users.\u00a0<\/span>\u00a0<\/span><\/p>\n

Again, it comes into force at the discretion of local government, who may decide that a certain proportion of homes in the area\u00a0<\/span>have to<\/span>\u00a0meet the heightened standards.<\/span>\u00a0<\/span><\/p>\n

In its recent consultation, the government sought to gain opinions on five different options for strengthening accessibility standards in the UK.<\/span>\u00a0<\/span><\/p>\n

The first was simply \u2018wait and see\u2019 \u2013 in 2019, the government implemented\u00a0<\/span>a number of<\/span>\u00a0changes in its revised National Planning Policy Framework, and one potential course of action is to wait to see what impact that has on the delivery of accessible buildings.<\/span>\u00a0<\/span><\/p>\n

The second would take the increased accessibility standards that are already part of Category 2 of Part M \u2013 but currently optional \u2013 and make them the new min<\/span>imum for all new build<\/span>s<\/span>, except where\u00a0<\/span>it\u2019s<\/span>\u00a0impractical.<\/span>\u00a0<\/span><\/p>\n

Option 3 would go further, removing Part M Category 1 altogether, and requiring all new builds to at least have the accessible and adaptable features of a Category 2 property.<\/span>\u00a0<\/span><\/p>\n

Option 4 would make Category 2 the new base standard, but also set a fixed percentage of homes that would have to meet Category 3, and therefore be adapted for wheelchair users.<\/span>\u00a0<\/span><\/p>\n

Finally, Option 5 would seek to keep Part M Category\u00a0<\/span>1, but<\/span>\u00a0make it more stringent.<\/span>\u00a0<\/span><\/p>\n

Change is\u00a0<\/span><\/b>coming<\/span><\/b>\u00a0<\/span><\/p>\n

\"\"So whatever option ministers eventually choose \u2013 the consultation closed in December, and the government is currently\u00a0<\/span>considering the responses it received \u2013 change is coming.<\/span>\u00a0<\/span><\/p>\n

Sometimes, you see speculation about what the high-tech, accessible buildings of the future might look like. There are companies who already provide voice-activated doors and cupboards,<\/span>\u00a0kitchens and bathrooms with appliances that rise and fall to suit the user, and a whole range of other futuristic accessibility tech.<\/span>\u00a0<\/span><\/p>\n

But while I think the accessible buildings of the future are likely to include these sorts of advances,\u00a0<\/span>on the whole<\/span>\u00a0I think we\u2019ll\u00a0<\/span>just see a much broader application of the basics \u2013 ramps, handrails, anti-slip flooring, and other products that have been in use throughout the public and private sector for decades.<\/span>\u00a0<\/span><\/p>\n
